Note The application for the enclosure of the front terraces on Levels 4 & 5 is recommended for refusal for the following reasons: (a) The pattern, proportions and articulation of external walls and the detailed design of façade elements are all important considerations. The enclosure of the front terraces will reduce the articulation and visual interest of the building which is a poor design outcome. There are no justifications for the enclosure of any further terraces on the front façade with the enclosure of these terraces adding to the bulk of the building. (b) The site has a high visual prominence in the streetscape and enclosure of the front terraces will result in the form and scale of the building which will have an adverse impact on the streetscape. The application for the deletion of the Basement 2 and the internal changes to the ground floor is recommended for approval for the following reasons: - The proposed development is a permissible use and the development is consistent with the zone objectives. - The modification is not considered to adversely impact the character or amenity of the area and complies with the requirements of the relevant planning instruments.
